1. Levy a progressive tax (maybe 7& – 40%?) on every taxpayer earning over 2m – to those earning in the billions, such as Warren E. Buffett, who stated publicly that he should and wants to pay higher taxes.

2. Make-up whatever balance is needed to reach the $700 billion by taking it out of the Treasury and issuing shares to every tax-payer alive.
